Our Executive Team

Pastor Tommy Tsai

Pastor Tommy Tsai was born in Changhua, Taiwan. He graduated from Hydraulic Engineering Department, National Taiwan University. He accepted Jesus Christ as his personal savior in college. After graduation, he came to USA for his advanced studies. After obtaining his PhD in fluid dynamics, he worked in the aerospace industry for nearly 20 years. He was called into full time ministry in 1999 and graduated from Fuller Theological Seminary with a Master of Divinity degree. He and his wife Amy Tsai planted 2 churches in East Coast, and were invited to serve at the Chinese Christian Church of Thousand Oaks and later at the Conejo Valley Chinese Christian Church, Westlake Village, CA. He focuses his energy in shepherding the flock and equipping the saints. He is a certified Stephen Leader with a vision and burden to care for ministers. 

Amy Tsai

Amy Kuo graduated from the China Evangelical Seminary North America with a Master degree in counseling and a Master of Divinity degree. Now she is a doctoral candidate. She and her husband Tommy Tsai planted 2 churches in East Coast as lay leaders. She also co-pastored with him at the Chinese Christian Church of Thousand Oaks and presently serving together at the Conejo Valley Chinese Christian Church, Westlake Village, CA. They are both committed to shepherding the flock. She specializes in Christian counseling (pastoral, psychological, marital), small group ministry, and Christian literature ministry. She is a Certified Stephen Leader and a licensed Psychological Counselor in China. She has a special burden to care for families of ministers.

Pastor Wanda Lam

Pastor Wanda Lam was born and raised in Hong Kong.  Upon graduation from  Overseas Biblical Seminary in Hong Kong, she served as a minister at a church.  Right after she got married to Albert Lam, she and her husband accepted the invitation to serve at Grace Christian Church in Manila, Philippines where they ministered for eight years. She began her life as a pastor’s wife at age 26. In 1991, she began assisting her husband in pastoring Chinese Bible Church of San Diego. She obtained a Master of Arts degree from Bethel Seminary in 1999 with an emphasis in Pastoral Care. She began serving as  Pastor of Caring Ministries in 2003, and currently serves as the Mandarin Congregation Executive Pastor at Chinese Bible Church.  She has three children and has spoken at numerous  pastors’ retreats and workshops on topics related to being a pastor’s wife.   

Pastor Jennifer Chen

Rev. Jennifer Chen Lin was born in Taiwan, and immigrated to US as a young adult. She received a Master degree in Counseling from China Evangelical Seminary North America. She is an experienced pastor and an adjunct instructor of China Evangelical Seminary North America. She specializes in counseling, church caring ministry & training, pastoral counseling, and family ministry. She is a certified Stephen Leader and a licensed Psychological Counselor in China. She has a special burden to care for seminary students and pastoral families. She is married to Professor Simon Lin and has two adult daughters, and resides in Los Angeles, USA.

Dr. Anita M. Liu

Anita Liu was born in Taiwan, had lived in Hong Kong and accepted Christ in high school. She received her college education as well as God’s call into the ministry of Christian counseling in the US. She has two Master degrees from Fuller Seminary, namely Christian Formation & Discipleship (Theology) and Marriage & Family Therapy (Psychology). She also completed a PhD in Clinical Psychology after practicing as a licensed Marriage & Family Therapist in CA for a decade. Currently she serves as Associate Professor of Counseling and Director of Field Education and Advising at the China Evangelical Seminary of North America (CESNA) in LA. Since 1988, she has served alongside her pastor husband at First Evangelical Community Church, focusing on pastoral care, marriage, women and prayer ministries. She has two adult daughters. 

Pastor Frank Liu

Pastor Frank Liu was born in Taiwan and immigrated to the US with his family in his teenage years. He accepted Christ in college and received a call to full time ministry shortly after. He worked 7 years as a systems engineer after graduation from UC Berkeley with a degree in Electrical Engineering and Computer Science. Later, he also acquired a Master degree in Management and Information Science. In 1987, he resigned from his work and enrolled in Fuller Seminary’s ThM program with a concentration on Chinese Studies. Since 1988, he has served at First Evangelical Community Church (formerly First Evangelical Church of Cerritos) as the English Pastor and Executive Pastor. In 2008, he completed his Doctor of Ministry degree at Fuller Seminary focusing on spirituality and the topic of spiritual restoration for Christian leaders. He is a Certified Stephen Leader and has a special burden for missions, mentoring, and pastoral counseling.

What we believe

As a statement of faith, we believe and proclaim:

  1. God: We believe in one God, infinitely perfect and eternally existing in three persons, Father, Son, and Holy Spirit, who is the Creator of all things, and who rules and sustains all things.
  2. Jesus: We believe that Jesus Christ is God’s only Son, true God and true man, having been sent by God Father to the world, conceived of the Holy Spirit and born of the Virgin Mary. He died on the cross for our sins. God raised Him from the dead, highly exalted Him as our Lord Christ, and bestows Holy Spirit upon the Church as He promised.
  3. Holy Spirit :We believe that the ministry of the Holy Spirit is to convict man, regenerate the believing sinners, and indwell, guide, instruct, and empower the believers for godly living and service, to bear witness to the Lord, and glorify God and serve people.
  4. The Bible :We  believe the Scriptures, containing 66 books of Old Testament (39 books) and New Testament (27 books), is the inspired Word of God without error in the original writings, the complete revelation of His will for the salvation of man, and the supreme authority for all Christian faith and living.
  5. Man :We believe that man was created in the image of God but fell into sin and is therefore lost and only through regeneration by the Holy Spirit can salvation and spiritual life be obtained. Since we are justified by faith, we have peace with God through our Lord Jesus Christ.
  6. Salvation: We believe that Christ’s death and His resurrection is the only foundation for justification and salvation, and those who believe in Him are born again of the Holy Spirit and become the children of God.
  7. Sacrament: We believe that water baptism and the Lord’s Supper are ordinances to be observed by the Church.
  8. Church :We believe that the Church is composed of people chosen by God in Christ who redeems us by His blood. Through the Church, all faithful who are regenerated by the Holy Spirit, united in Christ, the Head of the Church, are equipped for the work of ministry through worship, sacraments, fellowship life, witness, and proclaiming gospel to fulfill the Great Commission.
  9. Advent: We believe that Jesus Christ will bodily return in the eschaton to judge the living and the dead, and this glorious hope is foundational to our Christian living and service.
  10. Eternal Life: We believe in the bodily resurrection of the dead, of the believer to everlasting blessedness and joy with the Lord, of the unbeliever to judgment and everlasting conscious punishment.
